Vendor Requirements and Requests

Gulf Coast Water Authority is committed to ensuring that all purchases are in compliance with state laws when procuring the highest quality material and services at the best value. GCWA is also committed to fostering an environment that will advance and enhance participation from Historically Underutilized Businesses (HUB) in all areas of purchasing and procurement, and to ensuring all contracts include required provisions compliant with State and Federal laws.

Taxpayer Identification and Certification (W-9)
 

The Internal Revenue Service (IRS) requires Form W-9 for reporting correct Taxpayer Identification and Certification.  All vendors must have a current W-9 on file with Gulf Coast Water Authority.

Conflict of Interest (CIQ)
 

Texas Local Government Code Chapter 176 requires any person or vendor considering doing business with a local government entity to complete a disclosure questionnaire regarding the affiliation or business relationship of that person or vendor with any “local government officer” that might be considered as a conflict of interest. All vendors must have a CIQ on file with Gulf Coast Water Authority.

Vendors or persons with an affiliation or business relationship with Gulf Coast Water Authority, please complete all sections, sign, and date the CIQ for submittal.
Vendors or persons without an affiliation or business relationship with Gulf Coast Water Authority, please complete section 1 (name of the organization or person requesting to do business with GCWA), section 3 (not applicable), sign, and date the CIQ for submittal.

Certificate of Interested Parties (1295)
 

The Texas Legislature adopted House Bill 1295, a law which states that a governmental entity or state agency may not enter into certain contracts with a business entity unless the business entity submits a disclosure of interested parties to the governmental entity or state agency at the time the business entity submits the signed contract to the governmental entity or state agency. The law applies only to a contract of a governmental entity or state agency that either (1) requires an action or vote by the governing body of the entity or agency before the contract may be signed or (2) has a value of at least $1 million, or (3) is for services that would require a person to register as a lobbyist under Chapter 305 of the Government Code. The disclosure requirement applies to a contract entered into on or after January 1, 2016.
