Gulf Coast Water Authority is a political subdivision of the State of Texas, created and operating under the provisions of Article XVI, Section 59; Chapter 712 of the Constitution of Texas, Acts of the 59th Legislature of Texas, Regular Session, 1965, compiled as Article 8280-339, Vernon's Texas Civil Statutes as amended.

The management and control of the District is hereby vested in a Board of 10 directors.  Vacancies on the Board of Directors, whether by death, resignation or termination of the term of office, shall be filled by appointment by the commissioner's court that appointed the director.
