Ricky Kettler, Gulf Coast Water Authority Emergency Management Coordinator, oversees GCWA’s emergency preparedness and response, as well as its Safety program. His focus is ensuring that GCWA is prepared for any emergency situation by maintaining policies and procedures and working with local, state and federal officials.

Regarding GCWA’s Safety program, Ricky is responsible for maintaining a comprehensive Safety program, overseeing employee safety training, and hiring and managing GCWA’s Environmental, Health & Safety technicians.

His career in water management, treatment and delivery began in 1987 when he joined the Brazos River Authority (BRA). He joined GCWA when it acquired BRA canals and related assets in 1988.

Ricky worked 10 years in the field in a range of jobs from heavy equipment oiler to canal operator. In 1997, he transferred to the Thomas Mackey Water Treatment Plant as an operator. In 2016, he was promoted to Plant Superintendent, then to Operations Manager in 2019. Ricky was promoted to his current role in 2020.
